Enable the "Get Started Quickly With The Shield Security Setup Wizard" bannder to be disabled#90

The banner at the top of the plugin’s pages is useful for new installations and people new to Shield, but it’s annoying and takes up screen real estate when it displays after Shield has been setup.

Worse, it can look unprofessional to clients and/or colleagues, giving the impression that Shield hasn’t been setup.

The Dismiss button only seems to work for an insanely short period of time, sometimes seconds.

An option to permanently disable the banner in settings would be fantastic.
